Statement of Concern: Health and Treatment of Min Htin Ko Ko Gyi
The Human Rights Film Network, a coalition of 40 human rights film festivals from around the world, raises our deep concerns about the health and treatment of Min Htin Ko Ko Gyi, a filmmaker and founder of the Myanmar Human Rights Human Dignity Film Festival. He has been charged under Article 505(a) of Myanmar’s Penal Code and Section 66(d) of the Telecommunications Act.
Min Htin Ko Ko Gyi, who is suffering from serious health issues, is being sued by a military officer for allegedly insulting and defaming the army on Facebook. Despite his critical health condition, the court denied his request for bail and sent him to Insein Prison, where he has been held since April 19. His next court hearing is scheduled for April 25.
We urge the Myanmar government to immediately grant bail to Min Htin Ko Ko Gyi, who is battling liver cancer. Only three months ago, he underwent major surgery in Singapore, and he now requires extensive medication to manage his condition. Given his deteriorating health, we call for his transfer to a medical facility, either within the prison or to a hospital, for urgent care. His current condition poses a grave risk to his life.
We also express concern about the misuse of Section 66(d), which has been used primarily by government officials to silence civilian voices, stifling freedom of expression and participation in the democratic process. According to data from Myanmar digital rights activists, 82% of the cases under Section 66(d) are initiated by the government and state officials against civilians. We urge the Myanmar government to ensure that laws such as Section 66(d) are not used to suppress the voices of its citizens.
We call on the Myanmar government to take immediate action to ensure Min Htin Ko Ko Gyi’s well-being, to protect freedom of speech, and to allow for the democratic participation of its citizens without fear of retribution.
